INTRODUCTION

The papers of Rosemary Lucas Ginn, a Republican Committeewoman, President of the United States National Commission for UNESCO (United Nations Educational, Scientific, and Cultural Organization), and Ambassador to Luxembourg, include correspondence, photographs, memoranda, newspaper clippings, and publications relating to her work with the Republican National Committee, Missouri Republican Party, and UNESCO.

DONOR INFORMATION

The Rosemary Lucas Ginn Papers were donated to the University of Missouri by Ginn on 27 March 1980 (Accession No. 4276). An addition to the papers was made on 28 August 1986 (Accession No. 4738).

BIOGRAPHICAL SKETCH

Rosemary Lucas Ginn was born on 28 August 1912, in Columbia, Missouri. She graduated from the University of Missouri in 1933 and subsequently received her law degree from the University of Missouri.

She became involved with the Republican Party at the state and local levels in the 1940s and 1950s acting as secretary at the Missouri Republican Convention and as an alternate delegate at the Republican National Convention in 1956. She was named a permanent member of the Republican National Committee for Missouri in 1960 and was a member of its Executive Committee from 1962 to 1964. In addition she was elected president of the Federation of Republican Women's Clubs of Missouri for the years 1959 to 1961.

From 1969 to 1972 Ginn served on the Delegates and Organizations Committee (DO Committee) of the Republican National Committee and was eventually elected its chairwoman. The DO Committee examined ways to include more women, people of color, senior citizens, and young adults as delegates to the national conventions.

In 1972 Ginn was appointed to the Rules Committee of the Republican National Committee which was charged with reviewing the rules for the selection/election of vice-presidential candidates at national conventions and the process of choosing convention delegates.

After flirting briefly with the thought of running for Congress in 1972, Ginn was named a member of the United States National Commission for UNESCO (USNC) and was involved in planning International Women's Year for that organization. She went to Paris as part of the U.S. Delegation at the 18th General Conference of UNESCO in 1974 and served as president of the USNC from 1975 to 1976.

Late in 1976 Ginn was named U.S. Ambassador to Luxembourg by President Gerald Ford. She returned to the United States in May 1977 after President Jimmy Carter appointed a Democratic Party leader to the post.

Ginn married Milton Stanley Ginn in 1934. They had two daughters, Nancy Bewick Almond and Sally Reuben Hood. She was a trustee and former president (1948-1955) of the National Mortarboard Foundation and a member of the Association of College Honor Societies.

She was also involved in numerous civic activities in Columbia including the Library Board, Board of Directors for Boone County Hospital, and the Columbia Board of Health.

SCOPE AND CONTENT NOTE

The Rosemary Lucas Ginn Papers consist of correspondence, newspaper clippings, publications, memoranda, and photographs which document Ginn's service as a member of the Republican Party, United States National Commission for UNESCO, and as U.S. Ambassador to Luxembourg. The papers are arranged into four series:

The Republican Party series is divided into three subseries:

The RNC subseries consists of publications, brochures, correspondence, memoranda, and newspaper clippings, arranged chronologically, from 1950 through 1979, with the bulk dating from 1967 to 1975. Much of the material prior to 1967 relates to campaigning strategies and the role of Republican women in campaigning. The later material deals with the 25th Amendment, giving 18 year olds the right to vote, the choosing of vice-presidents, and Richard Nixon's administration and reelection efforts.

The DO and Rules Committees subseries contain testimony from Congressional hearings, questionnaires to state Republican leaders, and newspaper clippings, arranged chronologically, which detail Ginn's work on the committees. The records, dating from the late 1960s and early 1970s, are helpful in examining the efforts of the Republican Party to be "the party of the open door" by encouraging more women, people of color, senior citizens, and young adults to participate in the nomination and selection process of candidates. Much of the correspondence relates to the lawsuit brought against the Republican National Committee by the Ripon Society which claimed a disproportionate representation of certain states at the conventions as well as a lack of age, gender, and ethnic diversity.

The Republican Party series is an important source for examining early affirmative action programs and quota systems which attempted to include historically under represented groups in the political process. It is also useful in exploring the changing roles of women in political parties.

The Missouri Republican Party series includes newspaper clippings, publications and some campaign brochures and buttons about local and state elections. Also included are correspondence and fiscal and administrative notes of the state party headquarters. The records are arranged by type of material and then chronologically.

The UNESCO series is divided into five subseries, each arranged chronologically. They are:

The UNESCO General Conference subseries contains newspaper clippings, correspondence, publications, memoranda, and photographs from the mid 1970s. These records detail UNESCO's efforts to promote literacy, science education, and women's and girls' rights throughout the world. The newspaper clippings and correspondence include discussions of U.S. involvement in the UN and UNESCO, the controversy over archeological digging in Jerusalem, the anti-Israel vote taken in 1974 by member states, the failure of world wide literacy programs, preservation of historic sites, and accusations of sexism within the UN.

The USNC subseries includes U.S. position papers from the 18th General Conference of UNESCO, publications, memoranda, minutes, and reports. The records describe the work of the USNC at the General Conference and include information on International Women's Year, the environment, and problems in the Middle East. It also includes testimony from Congressional hearings suggesting that the United States reduce its financial support of the United Nations and UNESCO or abandon them all together.

The United Nations and U.S. Department of State subseries contain publications mostly dealing with women's issues, population problems, the Middle-East, the environment, and U.S. participation in the UN.

The Miscellaneous Publications subseries includes reports, essays, and other various publications distributed by groups indirectly involved with the UN and UNESCO or the issues with which the international community dealt such as over-population, education, pollution, and human rights.

The UNESCO series is helpful to those researching how the international community dealt with population problems, education and women's issues, the environment, and tensions in the Middle East. These records also are helpful in charting the growth of U.S. opposition to globalism and the government's efforts to combat those sentiments.

The Subject Files are arranged topically and include Ginn's resume and personal correspondence, correspondence and newspaper clippings during her stint as Ambassador to Luxembourg, Mortar Board correspondence, brochures and correspondence from the National Women's Political Caucus, and publications warning of government/big business conspiracies to take over the world.
