INTRODUCTION

Materials determined by Hearnes to be his personal papers while Missouri's governor, 1965-1973. The bulk of the collection is correspondence regarding campaigns, legislation, and the Democratic Party.

DONOR INFORMATION

The Hearnes Papers were donated to the University of Missouri by Warren E. Hearnes in December 1972 and January 1973 (Accession No. 3905). An addition was loaned for copying on 18 February 1987 (Accession No. 4764).

BIOGRAPHICAL SKETCH

Warren Eastman Hearnes, son of Earle B. And Edna May Eastman Hearnes, was born July 24, 1923, in Moline, Illinois. He attended the Charleston, Missouri, public schools, West Point Military Academy, and the University of Missouri. He received his law degree from the latter institution in 1952 and opened a law office in East Prairie. In 1950 he was elected to the Missouri House of Representatives from Mississippi County, an office he retained until his election as secretary of state in 1960.

Hearnes was elected governor in 1964 and re-elected in 1968--the first person to hold that office for two successive terms. Following his retirement in 1973 he returned to the practice of law.

Warren Hearnes married the former Betty Sue Cooper, daughter of the Reverend and Mrs. A.B. Cooper of Charleston, in 1948. They are the parents of three daughters, Lynn, Leigh, and Julia.

SCOPE AND CONTENT NOTE

The material in this collection was determined by Warren E. Hearnes to be his personal papers while he was governor of Missouri from 1965 to 1973. The Hearnes Papers are arranged into three series:

The Correspondence is with public and private officials regarding legislation, campaigns, the Democratic Party, and other matters. Some of the correspondence is with personal friends and family. The first part of the series is arranged alphabetically by topic and chronologically within each topic. Correspondence with fellow governors and state and federal representatives follows the topics.

The Miscellaneous series is arranged into four sections: the Gubernatorial Succession Amendment, campaigns, research files, and the administrative assistant's file.

Material on the Gubernatorial Succession Amendment, 1965, includes correspondence, editorials, press releases, speeches, and research concerning the campaign to amend the Missouri Constitution so that the governor could succeed himself in office. This section is organized topically: advertising, contributions, correspondence, editorials, press releases, research, special election, and speeches; and then chronologically within topics.

With exception of the first folder, the campaigns section is devoted to the 1968 gubernatorial campaign of Hearnes vs. Lawrence K. Roos. This section is also arranged topically: editorials, Hearnes for Governor Committee, Hearnes-Roos debate, miscellaneous, Missouri Democratic Party platform, Roos, speakers' kit, and state agency reports on functions and advancements during Hearnes' administration. There are a public opinion poll conducted on voters' attitudes toward candidates and issues, 1967; campaign schedules; questionnaires; a compilation of the candidates' views on major issues; and several drafts of the state party platform.

The research files section dates from 1962 to 1972 and is arranged topically: Democratic State Convention, 1966; Democratic State Platform, 1966 and 1970; governor's file, miscellaneous and personal, Hearnes--Congress; political; and Republican position paper. The bulk of the section is newspaper clippings. The platforms material includes proposed planks, drafts, and adopted versions.

The administrative assistant's files section is made up of lists of Missouri newspapers and a copy of a memo indicating which were favorable and unfavorable to the Democratic Party and the Hearnes administration.

The Scrapbooks series consists of seventeen scrapbooks arranged chronologically. The scrapbooks include editorials, news stories, and personal items. The scrapbooks are on microfilm.
