The Frank Ackerman Papers contain extensive documentation of his work on behalf of the mentally retarded in Missouri. This includes his research materials on services offered to the mentally retarded nationwide and his work for various organizations in Missouri. A lesser amount of material covers his farming business in Pike County, Missouri, and the funeral of Viola Ackerman. Materials include correspondence, meeting minutes, reports, printed materials, organizational records, and handwritten notes.
The Frank Ackerman Papers were donated to the University of Missouri by his son, Frank Ackerman, Jr., on December 27, 1974 (Accession No. 3955).
Consult the reference staff about the restrictions on this collection.
Born in 1884, in the state of New York, Frank Ackerman studied electrical engineering at the Cooper Institute in New York City. After graduating, he moved to St. Louis in 1913. He became Vice-President of Curtis Manufacturing Company in Wellston, Missouri, and continued to work there until his retirement in 1949. He and his wife, Viola Ackerman, had 3 daughters, Caroline, Marian and Virginia, and two sons, Frank and Rowland. Rowland was mentally retarded.
Frank Ackerman sought to improve the opportunities for Rowland to pursue a fulfilling life beyond the age of public schooling. Toward this end, Ackerman pursued the betterment of Missouri special education and other state-sponsored services for the mentally handicapped. Ackerman's work for the mentally retarded would occupy him for nearly twenty years after retirement and resulted in the passing of numerous bills in the Missouri legislature, the establishment of sheltered workshops throughout Missouri, the improvement of special education, and other benefits for the mentally handicapped.
Ackerman began his work for the mentally retarded as President of the Egen-Tudor PTA in 1954. He led the PTA's drive to establish special education program for mentally retarded children who were deemed “trainable.” Ackerman's research and advocacy at this time was just the beginning. The efforts he began with the Egen-Tudor PTA would continue over the following 16 years and encompass the entire state of Missouri.
In 1958, Ackerman completed a report on nationwide public education programs for the mentally retarded. His collection of research materials and resulting reports were originally prepared for use by the Missouri Association for Retarded Children (MARC). MARC was instrumental in organizing local volunteers and advocates for the mentally retarded throughout Missouri. This coordination was facilitated through Ackerman's extensive letter-writing, newsletter distribution, and his willingness to inform people of the needs and the gains of the mentally handicapped.
Ackerman's work with the St. Louis Association for Retarded Children (SLARC) continued at least until 1972, where he served at times as a board member and chair of the Legislative Committee. Ackerman's work involved writing to influential people throughout the state, such as the Commissioner for Education Hubert Wheeler, various legislators, and volunteers to rally support for legislation and other programs that could benefit the mentally handicapped. He also served on the Nominating Committee for Project, Inc., a sheltered workshop sponsored by SLARC.
Ackerman was instrumental in the creation of the Washington University Child Evaluation Clinic in 1956 and served five years as a SLARC representative to the Board of Directors. The Clinic provided diagnostic and referral services to families with mentally handicapped children. Frank Ackerman resigned from the board in September 1961, citing his commitments to the Coordinating Commission for the Handicapped (CCH) and the White House Conference Committee on the Retarded Child.
In 1957, Ackerman was appointed Chairman of the Missouri Committee for the White House Conference on Children and Youth Sub-Committee on the Mentally Retarded Child. This committee recommended the establishment of a state section on mental retardation on February 11, 1960. During this same period, Ackerman worked with the Missouri Council for Children and Youth, a committee under the Missouri Association for Social Welfare.
The Coordinating Commission for the Handicapped was set up in 1957 by the Missouri legislature to study the needs of handicapped people in Missouri, to inspect the State School at Marshall and the St. Louis State Training School, to recommend policy, and to report annually to the legislature. Ackerman represented MARC and SLARC on this commission. He authored numerous letters, legislative updates, and other statements to keep the other members up-to-date on the subject of the mentally handicapped. He also used his position as a commissioner to increase the visibility of his continuing efforts to educate the public and to otherwise promote the interests of the mentally retarded in Missouri.
On October 22, 1961, the Frank Ackerman School, specially designed for special education, was created in St. Louis, and named in recognition of Ackerman's contribution to the mentally handicapped in St. Louis.
The Woodhaven Christian Home, in Columbia, Missouri, was operated by the National Benevolent Association of the Christian Church, Disciples of Christ, based in St. Louis, Missouri, but staffed in large part by students from the University of Missouri. Ackerman was closely involved with the design of the facility, the construction, and development of the program. Once Woodhaven opened, he served on the Admissions Committee from 1963 to 1970.
Ackerman's time after retirement was divided among many pursuits. Between 1955 and 1971, and under the auspices of many associations, Frank Ackerman supported and wrote many pieces of legislation to assist the mentally handicapped in Missouri. He also continued some businesses on the side. Ackerman's Bits of the World was a wholesale supplier of imported crafts operated by Ackerman and his wife Viola. Little information on this business is available. The only records extant are haphazardly preserved as Ackerman re-used old price lists from this business as scratch paper. Ackerman also owned the Annada Valley Farm in Pike County, Missouri. Profits were shared equally with the operator, Charles M. Crank. In addition to 340 acres of crops, the farm operated a Yorkshire hog business. Ackerman sold the farm in 1970 after Crank passed away.
Frank Ackerman's wife Viola was a constant companion and assistant with his work for the mentally handicapped. She passed away in 1971 and was interred at the Valhalla Mausoleum, in St. Louis, Missouri. Frank Ackerman died in 1974.
The papers are divided into five series:
The Organizations series contains documents related to Ackerman's work with various organizations and is divided into nine subseries.
This series contains all documents related to Ackerman's work with various organizations. It is subdivided into nine subseries. They are arranged in alphabetical order by the name of the organization and described below.
This subseries includes papers related to Ackerman's work with the Missouri Association for Retarded Children (MARC) and the St. Louis Association for Retarded Children (SLARC). This subseries is subdivided alphabetically by format, then chronologically.
Besides Ackerman, correspondents include Missouri legislators, MARC, NARC, SLARC, and county organization volunteers. Subjects include administrative matters of SLARC and MARC, legislative efforts in Missouri, Project, Inc., and sheltered workshops. The meeting records section contains minutes, announcements, and agendas for Board of Directors meetings for MARC, SLARC, and various other advocacy organizations. Handwritten notes by Frank Ackerman document informal conversations, plans for action, notes for presentations, and personal notes. A few notes from 1958 are written on the back of a wholesale price list for Ackerman's Bits of the World. Organizational records contain assorted rosters, bylaws, policies, organizational charts, and procedures for advocacy organizations serving the developmentally disabled of Missouri. A typed membership list for the Greater Kansas City Foundation for Exceptional Children (1956-1957) is included among the organizational records of MARC.
Printed materials contain a variety of newsletters, clippings, convention materials, and other documents arranged by origin. Newspaper clippings come from St. Louis newspapers, and concern legislation, education programs, and the developmentally disabled. Miscellaneous printed materials include newsletters and brochures from various Missouri advocacy organizations. The Public Education Programs materials were collected by Ackerman as research on nationwide public education programs for students with I.Q. classifications from 25 to 50. Other materials related to this research are found in the Education Programs series. Reports and papers contain a variety of briefs prepared for MARC and SLARC by Frank Ackerman, such as summaries of legislation, action reports, and legislative updates. Miscellaneous reports and papers include various papers on vocational training, certification of psychologists in Missouri, and other issues affecting the developmentally disabled.

This subseries contains newsletters and briefing statements prepared by Ackerman for the commission members describing the needs of mentally retarded citizens in Missouri. Folders are arranged alphabetically by format and subject, then chronologically.
Community Oriented Services folders contain documentation of Ackerman's 1962 research of the services available for the developmentally disabled nationwide. Correspondence contains discussion of legislative proposals, organizational activities, and research. Most letters are written between commission members, but also contain Ackerman's letters with other organization leaders such as the St. Louis State School and Hospital, the Health and Welfare Council of St. Louis. While most of the meeting records document meetings of the Coordinating Commission of the Handicapped, one set of minutes relates to the March 9, 1960 meeting of the Handicapped Children and Rehabilitation Conference Executive Committee. One agenda and a speech come from the June 14, 1960 meeting of United Cerebral Palsy of Missouri, in St. Louis.
Handwritten notes document Frank Ackerman's conversations, meetings, activities, and personal thoughts related to legislation recommended by the CCH. Newspaper and magazine clippings document coverage of CCH in the Missouri press, legislative matters, and other Missouri events affecting the developmentally disabled in Missouri. Newsletters originate from numerous Missouri advocacy groups, such as the Mental Health Association of St. Louis, the Marshall State School and Hospital Association for Retarded Children, based in Marshall and Kansas City, Missouri, the Missouri Association for Mental Health, and others. Miscellaneous printed materials consist of assorted conference programs and other pamphlets dealing with services for the developmentally disabled. Reports and papers consist of statements by Ackerman regarding commission business and the status of legislation, CCH subcommittee reports, drafts of proposed legislation, research reports, and statements from assorted components of the MASW which were sent to the CCH. Miscellaneous documents include a 1960 list of advocacy organizations for the developmentally disabled in Missouri, a 1961 membership roster for the Healing Arts Board, a 1964 budget for Project, Inc., administrative proposals for the CCH, and other materials.

This subseries documents Ackerman's dealings with the Council for Exceptional Children, under the auspices of the CCH and MARC. Documents are organized by format and arranged alphabetically, then chronologically. Much of the correspondence from the 1950s concerns the establishment of a scholarship offered by SLARC for special education students at the University of Missouri-Columbia and the 1963 retirement of Dr. Loren G. Townsend, Dean of the College of Education. Handwritten notes contain records of conversations between Ackerman and others working for the developmentally disabled in Missouri, especially concerning a scholarship for teaching special education at the University and special education opportunities in Missouri.
Printed materials include conference programs, membership materials, and other pamphlets. Newspaper clippings concern special education training and special education opportunities in Missouri. The Special Education News Bulletin is a newsletter of the University of Missouri chapter of the Council for Exceptional Children. Miscellaneous printed materials contain programs for assorted conferences and meetings in Missouri dealing with the developmentally disabled and summer institutes on special education at Saint Louis University and Washington University. Reports and papers contain a wide variety of unpublished materials, including research reports by Ackerman and others on special education for the developmentally disabled in Missouri from 1954 through 1967, a 1964 roster of CEC officers and members, and assorted undated papers and proposals describing special education programs at MU. Miscellaneous documents consist of an announcement for the November 8, 1967 meeting of the St. Louis Area Chapter of the CEC, a one-page checklist of symptoms for emotional maladjustment with Ackerman's annotations, and a questionnaire for the Missouri Federation Council for Exceptional Children.

This subseries contains records of Ackerman's work with this organization as well as its sub-units, the Missouri Council on Children and Youth and the Missouri Committee for Handicapped Children. The documents in this series mostly reflect Ackerman's work with the 1960 White House Conference on Children and Youth, but other reports and activities are discussed as well.
Program statements, election ballots, and other organizational records are frequently attached to MASW correspondence. MCCY meeting records consist mostly of steering committee records. MASW and MCCY conference meeting programs are included, along with committee meeting minutes, agendas, and announcements. Membership rosters list members of the MCCY, the MCCY Steering Committee, the Committee on the Troubled Child in School, and the MCHC County Committee. Handwritten notes by Frank Ackerman document his meetings, conversations, and thoughts related to his work with the MCHC, WHC, and MCCY. Printed materials include newsletters, assorted pamphlets, event posters, Frank Ackerman's membership cards, and Missouri newspaper clippings discussing MASW meetings and the White House Conference on Children and Youth. Miscellaneous printed materials consist of a school directory compiled by the Greater Kansas City Foundation for Exceptional Children and a 1960 booklet entitled “Responsibilities of State Departments of Education for Pupil Personnel Services.” Procedures and program documents include bylaws, rules of procedure, and annual program planning documents for the MASW and Missouri Committee for the 1960 White House Conference on Children and Youth. MASW reports contain committee recommendations and speeches. MCCY reports discuss services for the developmentally disabled children in Missouri, such as education and residential facilities. White House Conference Reports originate primarily from the Missouri Committee for the 1960 White House Conference on Children and Youth, except the “Composite Report,” which was issued from the national committee. These White House Conference Reports discuss a number of issues related to services for children, including the developmentally disabled. Miscellaneous reports were written by Frank Ackerman and others for the Missouri Division of Welfare, the President's Panel on Mental Retardation, and the Missouri Congress of Parents and Teachers, regarding services for the developmentally disabled in Missouri. Miscellaneous materials consist of undated instructions and forms for a survey by the Nemo Committee for Handicapped Children, an undated map of MASW's regional divisions, an organizational chart for the MASW, and summaries for House Bill 200 and Senate Bill 93, both related to special education in Missouri.

This subseries contains records related to the design, construction, and operation of the Woodhaven Christian Home in Columbia, Missouri. Materials are arranged alphabetically by format and function, then chronologically. Admissions records and correspondence (folders 555-573 and 592-653) are presently restricted from use in order to protect the privacy of individuals admitted to the Woodhaven Christian Home. Consult the reference staff for more information.
Construction contracts and specifications document the building of the Woodhaven complex, including the design, cost estimates, and building schedules. Documents include bids, contracts, cover letters, notes, and design sketches by Ackerman. Construction drawings consist of blue print copies of site plans, floor plans, and utility diagrams for cottages and buildings at the Woodhaven site. Most were produced by P. John Hoener and Associates of St. Louis, but some were produced by Ackerman and Reyburn and Wright Architects of Sedalia, Missouri.
Correspondence to and from Ackerman discusses a wide variety of issues related to Woodhaven: admission applications, constructions plans, construction costs, operating budget, donations, committee meetings, and other matters. Several letters from 1971 contain condolences to Ackerman on the death of his wife, Viola. Financial records contain monthly account statements for the Woodhaven Christian Home, documenting income and expenses. Meeting records include minutes, announcements, agendas, and schedules, mostly of the Woodhaven Board of Directors and the Woodhaven Executive Board. Miscellaneous meeting records are related to meetings in 1959 of the St. Louis Christian Home, the Professional Advisory Committee of the Woodhaven Home from 1959 through 1963, and the Dedication Committee in 1963. Handwritten notes document Ackerman's meetings and conversations related to his work with Woodhaven, mostly covering construction costs, the bidding process, and Ackerman's input for the design of buildings at Woodhaven. Policies and handbooks include bylaws, committee rosters, policy statements, staff handbooks, and other materials.
Printed materials consist of assorted brochures, pamphlets, clippings, and newsletters, sorted by form and subject. The Associations for Retarded Children section contains promotional literature and life insurance information produced by the National Association for Retarded Children. Emmaus Evangelical House materials consist of promotional brochures for a Lutheran Home in Missouri. Newspaper clippings come from a variety of Missouri newspapers, and they discuss Woodhaven as well as other services for the mentally retarded in Missouri. Woodhaven documents consist of promotional literature, programs for dedicatory services, newsletters, and other items. Miscellaneous printed materials were produced by the National Benevolent Association, St. Louis, Missouri, and by organizations operating Christian homes for Children.
Reports and papers are divided by type. Woodhaven administrator's reports, all apparently written by Charles M. Palmer, describe planning and outreach activities for each calendar quarter. Annual reports are complete summaries of Woodhaven's status and plans for each year. Committee reports contain statements by the Admissions and Discharge Committee, the Building Committee, the Admissions Committee, the Future Works Committee, the Youth and Adult Study Committee, and the Cottages Furnishings Committee. National Benevolent Association reports consist of orientation materials for those joining their network of Christian homes and descriptions of the NBA mission. Paulist Father's Seminary reports summarize the evaluation of the Paulist Father's Seminary facilities, to determine its suitability as a site to provide services to children and adults who are mentally retarded. Program reports document the progress of various Woodhaven projects. Miscellaneous reports include position papers by Frank Ackerman, dedication addresses from the opening of Woodhaven, project and grant proposals, and an undated history of the Woodhaven Learning Center. The miscellaneous materials contain two copies of an embossed 33 1/3 rpm record (circa 1970), containing a devotional lesson about Christmas and the children of Woodhaven singing Christmas carols. Along with these records are two poems and a certificate of insurance for contractor Paul Prost of St. Louis.

The Education Series is divided into two subseries: Education Programs and State Department of Education.
This subseries contains records of Ackerman's work with several organizations, the CCH, the Egen-Tudor PTA, and MARC, related to efforts to establish special education programs for students classified as “trainable” in St. Louis County and throughout Missouri. Materials are arranged alphabetically by format and function, then chronologically.
Correspondence contains letters written and received by Ackerman concerning his research of educational opportunities for mentally retarded children throughout the United States, his work with the Egen-Tudor PTA, and his promotion of legislation. Meeting records are for the Egen-Tudor Parent-Teachers Association. Handwritten notes mostly record Ackerman's conversations, informal meetings, and private thoughts regarding establishment of special education opportunities for trainable mentally retarded children in the St. Louis area.
